System Evaluations are designed to assess the effectiveness of a community’s system of care in addressing the needs of individuals with intellectual and developmental disabilities and mental health needs (IDD-MH). This comprehensive assessment process focuses on the experiences of service users and providers to gain a clearer understanding of the existing service system and develop recommendations for improving the access, appropriateness, and accountability of services for people with IDD-MH.
Multiple data collection methods are utilized including the review of mental health expenditures, discussion groups with system partners, surveys, and structured telephonic interviews with family caregivers. Data are analyzed for both quantitative and qualitative findings and recommendations for improved service effectiveness are offered to the state or region following the evaluation.
System evaluations are recommended for any states and regions working to improve their system of care and are a critical first step for any region considering implementation of the START model or expanding an existing START program.
